Translator and win32lib

Hi,
RDS as just pointed out to me that the translator cannot be used to create a
Win32Lib.DLL because of its use of routine_ids. I hope this is not going to
upset anyone's plans.

My understanding of the problems is that if you pass a routine_id to a DLL
routine, the DLL cannot resolve that to an address of the Euphoria routine
because it doesn't have access to the internal table built by Euphoria that
maps routine_ids with Euphoria code addresses.
