OT: Excel files as HTML

I gave the HTML route a try, that sounded very easy! I however ran into one problem. It seems that when you output a file as HTML, named .xls, then open it in Excel, nothing has borders except for the table. The rest of the document is pure white. This is going to upset some Excel users 
Is there any way around this, or is that what you are experiencing too? I am using Excel 2000.
