1. Online Manual vs .PDF File

I've been trying to go through the (new?) online manual and while the organization is great the links starting in section 5 or so aren't correct. Thus when clicking on a link to go to the next page I can go anywhere (pretty much anyway ) Not finding fault here just trying to get to some of the pages via the links and being basically told 'no, go here instead' ...
Is there perhaps a printable manual (.doc or .pdf) available? If so how do I find it? If not can something be made available? I'm old fashioned in that I like to read a printed page and make (sometimes copious) notes as I read through the documentation.

There is. While testing some 'upgrades' to the documentation build process, I posted a pdf in the eubins:

Printed documentation (or online reading of PDF) is good but the online manual should be correct as well. Can you give me a few examples of links that are not working out? I did notice that sometimes my browser was aggressively caching old content and if I hit refresh, I would indeed get the right link. Is that maybe the case with you also?

After clearing my cache I was able to access every topic in any order I wished so yes, caching appears to be the culprit here. Sorry for the false alarm (although don't you feel better now with all the cholesterol destroyed by the adrenalin??? )
Seriously I love the organization of the online manual - and now that I know how to fool my browser I'm going to be using it a lot.

It's the Quick Links on the right hand side of the page that do not go where they claim to go.
For example: Language Reference takes you to eu400-0012 (Editing a program)
AFAIK, all except the first one, Table of Contents, take you to something entirely unrelated.

Yes, that is a problem. I think until we get it solved we will be removing quick links. The problem is they are static and every time we update the docs the links change. It's a no fun and problematic to keep those in sync. Matt began a plugin which will do that automatically for us but it was put on hold for more urgent Eu4 tasks.

Seriously I love the organization of the online manual - and now that I know how to fool my browser I'm going to be using it a lot.
Don't forget to use the search! Method and Type names are now given priority, for example searching for "split".
