This is probably missing, but would be a huge task to perform. This community 
is mostly made of hobbyists none of whom can invest the required time in
 writing that.

I don't know if the articles at http://euwiki.ayo.biz/Category:Win32lib/ 
could qualify as a Windows programming manual in Euphoria. Probably nor.
However, that's the closest existing source I know (I wrote it, and am
 among the hobbyists).

You may also try C.K. Lester website at www.cklester.com/euphoria/ . Some 
of the links will probably be of some use to you.
