quite possibly the latter.

What you might do is to run such a program & then get a screen dump
(by pressing either "print screen" or while holding down "alt", press 
"print screen"), & then paste that into a post here.  That will let us know
exactly what program you're having difficulty running, and what exactly it
says in error.

I've never seen the error you've mentioned from running any program 
I've downloaded & used from the archive.
