new procedure added to user.e: titlebar()

i added a titlebar() procedure to user.e, that will display a titlebar on the top column of the screen, with the text you specify. It tries it's best to adjust to your screen settings and center the text. It takes the ammount of columns(typically 80), divides it by 2 and adds 5. There are three styles of title bars. Style 1 has ASCII 254 on the left side of the bar, style 2 has ASCII 240, and style 0 has no character. You can change the style outside of user.e because the style variable is *global*. So are the bfore and bback variables for the title bar. And fore and back for the status line. The default color for titlebar() is black on white. The little characters that the styles print don't do anything, it's just to make it look fancy. you know, a decorative item. Like a company's logo on a computer. And the programs icon on the title bar in windows.
