Try talking with the folks at, for example, LinuxWebHost 
(http://linuxwebhost.com). For $15 or $20 per month, they can set 
you up with 10 or 20 mailing lists, plus plenty of storage and 
web space for a forum.  Many lists would allow people to 
subscribe to only the topics they were interested in, and 
you could have one for "all topics", where everything would 
be combined.

Most likely they would allow Euphoria scripts in your cgi-bin to process 
& sort the incoming mails.

If your account there got blacklisted, it would not affect 
rapideuphoria.com.

The actual mail handing does not need to be done by Euphoria, but 
the programs which capture the messages and create a web interface 
should be. Anything else makes Euphoria look bad.
