Hi Robert, I have no experience with Rebol. Here is a link to the Euphoria Referance manual online section regarding methods of distributing Euphoria programs: http://www.rapideuphoria.com/refman_1.htm#5 Short answer - in order to distribute a standalone executable you will need to at least pay for the complete edition of Euphoria or buy the translator.
