Out of the frying pan into another frying pan

I replaced the Computer that was hanging up with a new model. The old
one ran Windows 98. The new one runs Windows XP Home.
Using Windows 98, I could make make my application directory the current
directory and then use RUN to invoke ed (appname). It found the program.
I have not been able to do the same in Windows XP. With my application
directory as the current directory, it uses the PATH to find ed alright,
but doesn't find my appname.
What's the secret?
Also, when I copied my app program to the XP machine, it appeared to cut
off the .exw extension. I can easily rename it with the extension, but
does it then have two extensions?
