IDE fixes

I've changed IDE (IDE_proj.ew) to abort if it can not find IDE.cfg file. 
There was also a problem with default configuration for Table control. 
If user was upgading from an older version of IDE and did not need to 
download IDE.cfg, then entry for Table in the default configuration list 
had a zero CX and CY value. If the user Saved the new defaults, then 
when the user attempted to drop Table onto the Form Design, it did not 
have a CX or CY. Bummer! IDE_defaults.ew was corrected. IDE.zip has been 
uploaded to http://www2.txcyber.com/~camping/judith.html and you will 
only need to download it if you get a problem with default configuration 
or Table control.
