Assuming that you're only translating the IDE, I'd probably recommend
Borland.  (Unless you already have one of the compilers installed.)
The Borland compiler itself is a smaller download than WATCOM, which
is over 60MB (and includes lots more stuff, including an IDE), plus 
The compile time for Borland is *much* faster than WATCOM. If you want 
to compile DOS programs, you'll probably want WATCOM.

So, you'll need to download the appropriate translator, plus the respective
compiler[s].
