First thing is to determine if the problem is hardware or software.  If you
have a dos driver, try accessing the cd with that.  Since windoze and dos
use different drivers,  any software problem should show up if it works.  if
it does work, try to restore windoze to the state that allowed the cdrom to
work previously.  Last resort - reinstall windows from scratch.

If you cant access the cdrom with dos,  the problem will probably be
hardware.  I have been told that the laser diodes in cdroms and newer cd
players are designed to run 'hot', giving them a useful lifetime of about
three years or less.  I believe that most cdroms detect a disk's presence
using the laser.  If the interface part of the drive still works, as it
seems it does, and it is reporting the equivalent of no disk in the drive,
and it is more than three years old, I would assume a shot laser.  If this
is the case it would be last rites for the drive, as lasers cost as much to
repair as a whole fresh new drive.
