Simple fact is, there's no.. ( well, ...very little ) incentive to vote. While it might be a 'book-keeping' nightmare, offering a $10 Eubucks 'prize' to a lucky registered voter ( who uses the voting system ) twice a year, or something similar, would probably encourage more participation.
