I typically suggest that users install Windows XP (Professional, if available) with SP2 and enable the Internet Explorer Popup Blocker and the Windows Firewall. I know they're not top of the line, but they work from the inside out, and they work well. Also, DO NOT make yourself an Administrator. Power User should be the highest level of privledges you need. If you need to do a hardware or software installation, either use "Run as..." or log out and back in as Administrator. I've done this with several clients and they've had no spyware/adware/popup issues.
