I beleive that links to a file on the Borland website. I also beleive Borland paid Microsoft a huge amount of money for re-distribution rights of the Win API (and probably API doco). Without reading the licensing terms of the help file I would assume it is illegal to re-distribute the file (even if it is only a .hlp file) It is however OK to link to a Borland or Microsoft web server that hosts that file.
