As soon as I hit send I knew I left some information
out.  I created the ListView with
LVS_REPORT,LVS_SHOWSELALWAYS and add the extended
attribute LVS_EX_FULLROWSELECT.  It doesn't seem to
matter which icon I pull from shell32.dll or even if I
use one of the sample icons from the win32lib\demo 
directory 'disks04.ico' they all have the same
appearance.  I did notice that opening a
getOpenFileName dialogue and changing it's view to
'detail' shows the icons correctly on my system.
