can't get translator to work

Hi, I am running Windows XP and am using Euphoria v3.1. I have downloaded the Watcom C compiler recommended for use with Translator. After executing ec file.ex , I execute emake but get an "E1011: Symbol '_SC_CLK_TCK' has not been declared" error when an attempt is made to compile file.ex (full context of error is below).
