I'm not a very experienced web designer, but I'll try to create a 
webpage for the chatroom, if noone else wants to.

Order can be maintained with a robot in the chatroom. It can be written 
in Eu, like Kat's tiggr bot. I think hers provides channel operator 
features.

People can also be designated to moderate the chatroom as well.
