Yes, right-click on the "MS-DOS Prompt" Icon & hit "Properties" -- one 
of the options under the "Program" tab is "Prevent MS-DOS programs from 
detecting Windows".  If that is checked, which is only needed for very 
old DOS programs, it will cause problems like that...
