Windows Sharing Violation

Hi, Im in the process of re-installing euphoria 2.4, and during the process I am trying to reinstall the ex.exe to pdex.exe so that I can replace it with the registered version. I keep coming across a sharing violation from windows (2k Professional) saying that the file is in use. Im about as 100% sure as I can be that it is not being used by any other process(hidden or otherwise), I have rebooted and still with no results. I also know the file is not corrupt becuase it seems to run programs fine, which is its job. This has happened before as I switched computers or reformatted, or reinstalled. Short of deleting euphoria and reinstalling I have no clue what to try, I was hoping someone might have advice, or better yet that someone has experience with this problem.
