I've heard lots of good things about the BSD license.  I'm (very) loosely
involved in a few Linux open source projects, and while the GPL seems to fit
with the general nature of the Open Source movement better than any other
license, many people find it too restrictive.  For example, if, at some
point in the future, the developer has a complete change in philosophy and
decides to make his code commercial and proprietary, the GPL is unclear as
to you can do this (or even if it's allowed). That's why many projects
(Mozilla, for example) come up with modified versions of existing liscenses.

You could take the nice, simple BSD license (open source licenses will
almost always allow you to do this, a long as mention of what it once was
remain) , rewrite parts you're iffy on, add a line or two, and voila, the
Win32Lib Public License.

If you want a hand with coming up with a non-restrictive license that still
allows everything you're going for, get into contact with me. I've got a
couple licenses on hand from past projects that sound like they might fit
the bill.
