   My understanding of USBs is you can plug them in or pull them out without 
having to power down. And you can run devices such as keyboards without having
to reboot anything. This works with any experiments I have tried.  This means
that each data line must have it's own on/off inverter and a sensor to test for
high or stray voltages to shut the line down. Of course in that case the device
would not function but then again it wouldn't hurt anything either. Naturally
this is going to cost more money to design and implement.
