Yup. That would be msvcr120.dll not found, needed to run IUP. Sorry about that, not much I can do better.
It does at least suggest https://www.microsoft.com/en-us/download/details.aspx?id=40784 (a 6MB download)

I installed it but the demo is still not running. Copying the dll to the various sub-folders of Phix didn't work either. sad
