Are you using the latest version of upx upx307 ? 
It has many options and has versions for many platforms. 
 
For windows try upx --best --strip-relocs=0 followed by the filename. 
 
The --strip-relocs=0 means DO NOT STRIP OUT RELOCATION INFORMATION .
