I think in practice there would only be a few people who
would be motivated to donate real money in order to see
a specific user contribution, or developer rewarded.
This would distort the system. For instance, $50 would put any
contribution up to 7th place or higher in the top 100. Just on the
basis of one person's opinion, or even worse, it might  
be a close friend of the developer, trying to make his friend 
look good, while donating to RDS, or perhaps donating to his friend, 
and getting a favor from his friend in exchange. (Hey ... I'll ship
you my collection of "Harry Potter" DVD's if you donate $50 to me for
the Hello World program I just uploaded to the RDS site.)
People wouldn't know what to make of the dollars showing 
beside an entry. Were these dollars voted by numerous people, 
or by one wealthy donor.

The disbursement part could be complicated, 
with multiple currencies involved and lining up at the post office
to mail checks or small amounts of cash. Most people do not have 
PayPal accounts. Most people would not want to receive 
Canadian dollars, so I'd need to open a U.S. dollar, or maybe Euro 
bank account, or get U.S. cash or Euros from the bank.

Since Euphoria is now free and open source, we need a way
for new users to qualify for voting. I'd let everyone vote,
but it would be difficult to avoid fraud. It's safer if
I have some idea who is voting, since they have posted on EUforum,
uploaded a user contribution file, or something.
