1. exact text positioning
hello - guten tag/abend
does anyone know if its possible to position text exactly? (as opposed to only
in 'character width' columns & rows)
also can text be enlarged or reduced from the default size?

You'll have to be more specific to get a usable answer.
Using DOS, Windows, Linux textmode, Linux GTK?
For most of those, the answer is yes.

If it is DOS, then look for Jiri Babor's library :

That demo.e is just amazing. Those who use dos from the olden days should
take a peek at it, even if you don't do dos anymore..
