In WIN3.11
shell= in the system.ini file is merely the program to run to allow you to play
with your programs etc.
Try shell=winfile.exe this will load File Manager and when you quit it, it will
exit windows.
There are several good replacements for program manager, one I like is Atlantis
2, the only reason I don't use it is it is shareware and I ran out of time as I
can't afford to register.
There is actually a way to run windows with out the graphics, I'll look it up it
may help you.
As far as I know changing the shell doesn't change the apperance of the
controls, although some other programs fiddle with the appearance.

I use something called Calmira (v2.2) it's been around for quite a while
now. It acts like Win95 (to an extent), including the resizable taskbar,
an Explorer-type thingy, an improved TASKMAN= replacement (also in
system.ini), directory windows, trashcan, My Computer, etc. etc.
The price? * Free *
No bugs. I didn't write it. ;)
