In WIN3.11 shell= in the system.ini file is merely the program to run to allow you to play with your programs etc. Try shell=winfile.exe this will load File Manager and when you quit it, it will exit windows. There are several good replacements for program manager, one I like is Atlantis 2, the only reason I don't use it is it is shareware and I ran out of time as I can't afford to register. There is actually a way to run windows with out the graphics, I'll look it up it may help you.
