Only admins have the ability to do this currently.

There is no formal reporting system or news person.

I'm just thinking we should try to have at least one news item per month. At least! Two per month would be nice, and one per week would be almost ideal. There's got to be that much to say. Even a blurb from the devs. How about we rotate dev blurbs. Each of the active developers could submit one news item every X weeks (depends on quantity of devs participating in news).
Newsworthy items could include:
- updates to development
- new files in the archive
- noteworthy files in the archive (reviews, commentary, etc.)
- highlights of recent (or past!) noteworthy threads
- guest author articles
- etc.

I agree! Because if all that's happened in the last 5 months is "We had a recent unexpected outage", then we are surely doomed.
