I notice that on the Euphoria website that there seem to be 2 "official" releases. The main download link is still version 3.1.1, although version 4.0 is now also "official". Why not replace 3.1.1 with version 4.0 and remove smaller links to 4.0 on the home page?
I don't mean to criticise the development of Euphoria since it went open-source, but I know there are lots of users who are unhappy with the speed and scale of the changes, and continue to use 3.1.1, so I was wondering whether there are 2 branches of the language: the "classic" version (<= 3.1.1) and version 4.0 and above.

It sounds like you are referring to the website http://www.rapideuphoria.com. That site is managed by Rapid Deployment Software who control the official V3 branch of the language. It makes sense for that site to promote V3 as its primary download.
The site managed by the Open Euphoria Group is http://www.openeuphoria.org. That site is the official site for the V4 branch of the language.
The time between the releases of 3.11 and 4.0 was lengthy and there are good reasons for that, but realistically that is the past now. V4 is out. The plan now is to have maintenance releases for the V4 branch every three months (approximately). Does that seem too lengthy a gap between releases?

On a side note, it seems like going forward, there should be an OpenEu version of "the archive" linking to v4.0 & up user-created libraries...

3 months isn't long at all, that seems fine to me. Regarding version 3.1.1, from your reply it seems that there IS another branch of the language which will exist alongside 4.0 and up, although I'm assuming Rob Craig won't be developing in any further, apart from perhaps bug fixes.

Great. We took a guess that 3 months would be about right.

Yes, I believe this to be the case. Rob might fix bugs in 3.1.1, but I'm guessing that there not very many left and also that he would encourage others to have a go at supporting v3 now that its open source.
