That's bindw.bat for 2.5.
2.5 seems to handle long filenames with blanks on my XP system.
I wonder if you are picking up an older version of bindw.bat
on your PATH somewhere? What if you type:
   where bindw.bat
it should list the directory (or directories) where bindw.bat 
is located. I know you had an older bindw.bat, and then upgraded
a couple of times.
