As a general rule you should avoid 'all' writeable files any where near a 'services' directory. It's a bit of a risk. I don't know if this would work, but you could try creating a CGIPROG group and make all your cgi programs part of that group and then change the group of the cgi-bin directory to be CGIPROG and allow writing for that group. Or you could create a CGIPROG user and do it that way. Actually you should just be able to set the directory writeable by the Web service. Unix permissions are very powerful you just have to think the way it was designed.
