Windows Help Compiler (it's at Miscrosft FTP), but the trouble is it has *NO* instructions. B ut I got some information about that too, but guess what... .hlp's are created from 2 file, one has the se ttingd and the other is the contents.. in RTF format!!! Hmmm..
