Using SetEnv in htaccess

This doesn't seem to be working for me. If I use

SetEnv EUDIR c:/euphoria/bin
SetEnv EUINC c:/euphoria/include

then it should use EUINC to get the standard Euphoria include files,
but I'm getting file.e not found, and the path doesn't include
c:/euphoria/include.

Anybody have any clue or have this working?
