ex.exe not working in winxp

When I run ex.exe in WinXP, I got an error message: File not found CauseWay error 03 : Non-standard protected mode program already active. Please help. Especially that I have a compiled Dos Eu program that I need very much, but I dont have the source anymore. --> the same error
