Window Order

Hello all,
With no free print preview routine being available for eu windows and me
not bothering to write one I decided to just output my data in html
format and load this window thereby users can preview and print or not.

My question is when I open this file I do it like this:

shellExecute("open","Temp.htm",SW_SHOWNORMAL)

But my program always assumes the topmost order and I have to go looking
for the new window that has opened. 
Can I open it as Modal or TopMost?
