quick cgi question

Hi,

I'm tyring to setup Euphoria for cgi with addr.com, 
they use FreeBSD. I have the files uploaded to cgi-bin 
and am able to telnet in, but how do I change the 
directory to cgi-binand change the attributes to make 
them runnable?
