Greg, after creating the files "WinXP.manifest" and "WinXP.rc" according
to your description, have you tried then to run
   ecwr -rc WinXP.rc YourProg.exw

(using my contribution "ecwr.zip")?

I am very curious to know whether that would work ...
( Can't test myself because of lack of Windows XP. )
