List of windows&Disablescreensaver

Hello,
How can I get a list of all windows curently open(on the taskbar or
switchable to by alt-tab)? And how do you enable/disable the
screensaver? These must work in Win95 but it would be nice if it
worked in Win31 to.

Also how do you detect a carrier on a serial port in windows(31 and
95)?
