Yes and no. The 'old' includes are just dummy files now. In time, they will be
eliminated entirely.

Agreed, that type of code does not belong in the distribution, but it would be
desirable to at least endorse certain things like gui API's.
Personally, I'm inclined to even remove the DOS graphics,image and mouse libs
from the API making them a separate download since they are fairly high-level
functionality also.
