If you can't convince people to use a new set of libs is it the right thing
to do to "force" them to use the new libs? (I don't know what the answer is
but I'd err on the side of conservatism)
Release them ... call them "new_{old_lib_name}".
Ask for feedback, make sure they are well documented and stable.
After a "certain period of time" and if a vote takes place they may become
the new official libs.

Yep, sounds great.
In general you just can't force people to use a new set of standard libraries
without those libraries having been around for awhile.
But go ahead and release them, I agree that a great set of cross platform
(where possible) standard libs is something Eu has been missing for a long time.
