It sounds like maybe a special .PIF file has been set up for that program, and maybe there's a setting that says the program must be run by itself. The closest I've come to this, is when I tried running a program with the tick_rate() set to 2000 (or something). Win95 detected the high interrupt rate and said that the program should be run in pure DOS mode. It even set me up with an icon to do that automatically.
