matheval update

I've uploaded matheval 1.5 to my web page and sent a copy to Rob.  It's
mainly what was in EuSQL v0.74, but with several bug fixes, improvements to
its symbolic manipulations and much upgraded documentation, including info
on how to extend the lib with your own math libs.
