Drag and Drop from Outlook Express

As most of you know, when you drag a message out of Outlook Express onto
the desktop a file is created, containing the message and named with the
subject and ".eml".
Is there any way to accept a dropped message into an application? The
reasons I'm asking is that if there are two messages with the same
subject, then the second message tries to delete the first. If you do
the same aciton out of the Macintosh version you get two files, one
named a little different from the first. I want to write a tool to
accept the dragged messages and act like the Macintosh when the subject
is the same.
