try typing this from the command line as root:

mount -t msdos -o rw /dev/fd0 /mnt/floppy
ls /mnt/floppy
touch /mnt/floppy/testfile.123

If the above fails, then its either a bad floppy, bad floppy drive, bad
floppy driver, or bad filesystem driver.
