My WinXP has never Phoned home and I can still update the OS...
I have a version that came from an OEM which uses a product ID
that is identicle to other systems running the same OS.
(only different SID's but I also recommend downloading from Sysinternals
a utility to automate cganging your computors SID)

http://www.sysinternals.com/ntw2k/source/newsid.shtml

I think if I had a Phone home version I think I would also download the free
Sygate Firewall and stop the OS kernel from broadcasting...
just my .2 cents..

My WinXP hasn't crashed nor hickup'd in a very long time....
That is unless I run software that isnt compatible i.e, Win32lib apps

Euman
