        The one you have with watcom c is probably newer, and proobably better
organized (I hope it's better organized).
        The webpage that points to the 7777k one has an update date of 5/17/96.
I also didn't see any sort of leagaleze there:
       http://www.borland.com./devsupport/delphi/downloads/
        I really don't know much about the win32 API and this help file
looks more oriented toward someone who does.
