ANSI -> OEM text

Included is a snippet others may find useful. It is a file ANSIOEM.E with
two routines which I wrote for converting accented characters in a text
file from ANSI to OEM (DOS) format and vice versa. It is part of the text
filter ANSIOEM.EX (also included), which I use when reading German or
French e-mail messages written with some Window$ software, or when I write
something to people using such software.

Not a great program, but it works, and ANSIOEM.E may save other folks the
time of tediously typing in the character codes if they need such routines
in their programs.
