Sending UPD packets...Dlls.

HAs anyone made a UDP packet program in E yet??? I have looked but have
not found anything yet...Also how do you use a dll if you dont know what
the calling functions in it are??(im refering to kernel32.dll and the
other windows dll's...) I dont know where to get a list of the correct
functions and there arguements...
