IDE fix for long file name in Project and IDE

When loading IDE from the command_line, IDE did not convert to long path 
name and file name for IDE dir or Project dir.

http://user.txcyber.com/~camping/IDE.zip will fix that problem. Simply replace
IDE.exw in your IDE folder with this one. I've placed this fix in the full
distribution
package.
